Roy Harper's father was a forest ranger near the Navajo lands in the Southwest. When his father was killed in a forest fire, Roy was adopted by a Navajo medicine man named Brave Bow. Given the name, it was almost a surety that Roy would learn the sport of archery, and he learned it well. Brave Bow too died, with Roy suspected in the murder. One step ahead of an arrest, Roy fled the reservation and came to New York, looking to lose himself in the big city. One night, after a couple of months of unsatisfactory work in odd jobs, he stopped a mugging, and got a taste for vigilante work, taking to it solo for nearly a year.

His work with the bow and his fists drew the attention of Nightwing, and he became a member of the original Teen Titans at 18. The run with the Titans was great for Roy, with him learning to work as part of a team, to fight better, to look at all the clues before charging in (usually), and even to use his natural charm to go undercover. It was on one of those missions that he met the villainess Cheshire, and in the course of maintaining his cover, they got rather close.

Close enough that nine months later, after the Titans had broken up and his luck had taken a turn for the worse (including moving to Gotham to get away from reminders of the Titans and picking up a Vicodin habit for the pain of the beating his body had taken), a burbling baby girl showed up on his doorstep. He did his best, although he avoided his former teammates, ashamed of what they would think of his having fathered a child with a villainess. Over the next several years, he kept up the vigilante work in Gotham, trying to stay out of the way of the Bats by keeping to their code (and that of the Titans) — he might use sharp arrows, blades, and even guns on occasion (a habit he picked up when he was too high to use his bow a few times), but he doesn't kill (except for a couple of times when he was really high, but those were totally accidents, and like 3 in five years isn't so bad, is it?).

Now he has a 5-year-old daughter Lian, a heroin habit he's (sort of) trying to kick, a crappy day-job as a mechanic, and a babysitter he can barely afford that lets him be a pretty bad vigilante at night. Except for the crappy day-job and his continuing vigilante "career," he hides all of these from his fellow Titans and ex-Titans.

Outgoing, flirty, and confident even when he isn't using, Roy Harper knows what he wants, and usually doesn't hesitate to go get it.

RP Hooks

Former Titan: One of the earliest members of the first Teen Titans team, Roy still (sometimes reluctantly) keeps up with his former teammates. Arsenal is a publicly-known vigilante from some of the original Titans' biggest splashes (although Roy's identity is still a secret).
Gotham Knight-ish: Having set up shop in Gotham, Arsenal has proven willing to work with the Bat-family and other Gotham capes when necessary.
Fail-Vigilante: Roy's in a rough patch. Sometimes he gets in over his head and might need a little back-up now and then.
