Julio Esteban Richter did not have an auspicious beginning. He grew up as the son of an arms dealer in Guadalajara, Mexico. His mother died when he was quite young, and he spent most of his childhood travelling with his father, on the edges of a dangerous and dirty world he only barely understood. He was just old enough to truly understand that his father sold weapons when Alejandro was killed by a white-haired man during a deal gone wrong.

The trauma of witnessing his father's death coupled with his descent into puberty made for a potent combination. He was living with his aunt and uncle when his mutant powers manifested and he destroyed three city blocks in Guadalajara. He was not aware at the time that he was the cause of the earthquake that destroyed buildings and injured dozens.

Julio remained ignorant of his powers through most of his teen years. He only discovered what he was after he was kidnapped by an anti-mutant organization known as the Right. They convinced him that their aims were heroic and that they were supporting mutants. In fact, they wanted to turn him into a weapon. It was the Right who gave him the name Rictor. They gained his trust and taught him about his abilities. They smuggled him into San Francisco and got him a green card. It was then that things took a dark turn. Their plan was to force Rictor to trigger a devastating earthquake which they would blame on him - and on mutants in general. They tried to get him to set off the terrible quake through torture.

Fortunately, Rictor was rescued by a group of mutant heroes before he could give in to torture and trigger the earthquake. He found himself in the hands of truly kind mutants, who actually did have his best interests at heart.

Despite the kindness that Rictor received, he was still damaged and slow to trust. It wasn't long before he pushed out on his own, making his way across the country. He worked odd jobs as he went, spending some time on the streets. But the kindness he had encountered stuck with him, and he found himself unable to overlook anyone he saw who was in need along the way.

He eventually made his way to New York City, where, through a series of circumstances, he ended up helping a young mutant locate a stolen necklace. Although he didn't do it to be paid, she gave him money anyway. His sense of honour nearly made him refuse it, but she said she had tried to hire 'another private investigator' but they were unable to locate the necklace.

From that point on, Rictor started taking on other jobs. At first, it was all under the table, and mostly for immigrant and mutant communities - and anyone else who wouldn't be considered a high priority for the police. Eventually, he got himself properly licensed and actually managed to start pulling down an okay living. He worked as a PI for five years before he found the compromises he had to make in the name of pleasing his clients (and thus pay his bills) to be soul-sucking. So, he quit and started bartending at a club in Mutant Town. His change in career also coincided with a major break-up, so he was looking for something different.

A surprise windfall came one day in the form of a letter in the mail. Turns out one of his clients had left him a small endowment in his will in exchange for his help in finding the man's long-estranged daughter. The two were able to reconcile before he died, and Rictor was named a benefactor in the man's estate in gratitude. With that money, he purchased the club he was working at (fate would have it, that it had just come up for sale.) He rebranded it as Shakedown, a come-as-you-are club for not only the mutant community, but anyone else who felt marginalized. Its carnival atmosphere and encouragement of over-the-top dress made it popular both with obvious mutants who wouldn't stick out amongst the elaborately dressed, and the richer set looking for a walk on the wild side.

Once registration was announced, Rictor used the colour and pageantry going on upstairs at the club to cover for an underground railroad that would ferry the at-risk metahumans quietly out of state both before and after the law's enactment. It's a dangerous gig, but something that Rictor feels very strongly about. After all, he knew first-hand how bad things could get for metahumans exploited by those who hate and fear them.

Recent Events

Has been the owner of Shakedown, a mutant-friendly bar/club/coffeshop hybrid in Mutant Town. Also running an underground railroad of sorts to smuggle mutants out of state before Registration.


Julio is a man who has been through trauma, but that trauma has not broken him or turned him hateful. He's damaged, yes, but he still believes in the good in people. He has the potential to be a true hero, but his cynicism holds him back. When it comes right down to it though, he'd do the right thing, no matter the personal cost.

His status as a mutant is very much a part of who he is. It's not something he tries to hide or somethng that anyone can convince him to be ashamed of. He knows it makes people fear him, but he doesn't care. He's not someone who ever takes the easy way out when it comes to a matter of principle.

He's comfortable with who he is, but he's also private. Certain aspects of his life aren't anyone's business, although he's not ashamed of who he is.

PSYCHIC RESISTANCE: Something about the energy fields he's able to manipulate makes Rictor hard or maybe even impossible for psychics to read and control (depending on the type and strength of the psychic.) This is a passive ability that he doesn't have control over. He is not resistant to all psychics (or to all types of attacks from psychics) but he also is not manipulated or read with the ease of most. The seismic fields at work in his body seem to disrupt psionic activity.

SEISMIC ENERGY MANIPULATION: As his name would suggest, Rictor has the ability to generate and manipulate seismic energy. His life force is in tune with the very geomagnetic energy that holds the planet together. As he has explored his power, he's begun to feel the force of the earth in a way that only other weather manipulators and mutants connected deeply with the energy of the planet do. If he quiets his mind, he can feel the continents moving in both small and catastrophic ways. He'll be the first to know before the next big earthquake hits anywhere in the world.

Practically speaking, this means Rictor can generate earthquakes in areas with existing instability. Just about everywhere on the planet has some measure of instability, either by the collision or parting of tectonic plates, or a weakening of the surrounding rock due to human activity. He can't do much to a pillar of concrete sunk into bedrock and reinforced with rebar, but he could collapse a road paved over a wide sewer or excite existing faults in the bedrock to create localized earthquakes. If he works on larger faults like those on the ring of fire, he has the potential to trigger devastating earthquakes.

Rictor can also direct seismic waves of energy to do localized damage, such as shattering or crumbling structures and material. He can also send out shockwaves of energy that can throw people and objects. He can also turn objects into projectiles that he directs with the wave, though it's not with the fine control someone with telepathy might have. He is immune to the effects of the vibration he generates.
