Evidently, someone — a violent someone — has decided that Gotham has been too slack on its criminal element. For three nights now, the Punisher has haunted the alleys, rooftops, and dive bars of Gotham. He's sparked a dozen brawls and shootings over those three nights, but the body count has been shockingly low. There has been only one dead, although a dozen or so criminals have been admitted to the hospital, and more are no doubt licking their wounds in private clinics or at home.

This is an extreme change from the last two times he was in Gotham, the mass shooting at the Tri-Cities Law Enforcement Coalition convention and the Pier 41 Shootout in September of last year. In those incidents, dozens were killed, a ship blown up, Pier 41 put out of action for three months, and an attempt was made on the life of Barbara Gordon. With the daughter of the former police commissioner still recovering from her recent shooting, is the Punisher trying to finish the job? Or has he simply taken advantage of the chaos surrounding the attempt on the mayor-elect's life to bring his fatal brand of vigilantism to the streets of Gotham?
